A 3.6% Property Tax impact for a residential property in North Perth

At the North Perth Council Meeting held on Monday, May 1, 2023, the Council of the Municipality of North Perth approved the 2023 Capital and Operating Budget. The budget addresses the need to support important municipal services, meet the service expectations of our citizens, and invest in current and future infrastructure and asset needs, while limiting tax increases.

Property taxes paid by North Perth taxpayers reflect taxes levied by the Municipality, the County of Perth and local school boards. When all three 2023 levy requisitions are combined, the overall levy increase in North Perth will be 8.7%. Due to assessment shifts and real growth, the 2023 residential levy impact is about 3.6% or approximately 31 cents per day. The North Perth Building Department had another busy year in 2022, issuing 415 building permits, which included the creation of 149 new residential dwelling units. This increased tax base allows the total budget levy to be applied across a greater number of properties.

The 2023 Capital Budget includes a total project cost estimate of just over $25.7 million, with carryover projects representing 68% of the overall amount. Project work is being funded by development charges revenues, reserves/reserve funds, the tax levy, donations and provincial/federal grant funding.

The 2023 Capital Budget includes some carryover and new projects. Some significant projects include:

  • Transportation Master Plan
  • Master Servicing Plan
  • SRS/Clarifier Upgrades/Auger Replacement
  • Atwood Core Revitalization and Water
  • Monkton Ball Lights
  • On-going Road 140 Reconstruction
  • Water Meter Replacement
  • Aquatic Facility Drawings
  • Park Consultation and Development
  • Listowel Memorial Park Playground Replacement
  • PUC Building Roof
  • Asphalt Resurfacing
  • Downtown Listowel Parkette
  • Development Charges Review and Update

The development of the 2023 Budget had a strong focus on public input and engagement. North Perth ratepayers were invited to provide their input on the 2023 Budget through the Pre-Budget Survey (November 2022), Budget Meetings (December 2022-April 2023), and a virtual presentation and consultation on the draft 2023 Budget (April 2023). The Council of the Municipality of North Perth and staff would like to thank the public for participating in developing the future of North Perth via the 2023 budget deliberations.
